Description

With advancement in technology and innovation in weather and forecasting, we can access information on disasters and events with longer lead times. This information can support decision making to address the weather and climate impacts. Our early warning systems should be equitable, that is, EWSs must ensure that the most vulnerable can access and benefit from all aspects of the programmes and address their specific needs and priorities. It should support leaving no one behind and lessen risks that can push vulnerable people further into poverty. Furthermore, we need to collaborate and work together as National governments (DRM, NMHS etc), Non-Governmental Organizations, Academia, Regional bodies to share learnings, complement individual efforts to build equitable early warning systems that enable effective early action.

The Africa Region is experiencing multi hazard disasters that are impacting Millions of people and infrastructures worth millions of dollars. Reducing risks is fundamental to meeting humanitarian needs and achieving sustainable development. Anticipating and preparing for these events goes a long way to significantly reduce the impacts of the events on the most vulnerable communities. The Red Cross Red Crescent Societies is supporting the implementation of anticipatory humanitarian action through the design and implementation of Early Actions Protocols and the Forecast based Action by the Disaster Relief Emergency Fund. The recently set up Anticipation Hub of the IFRC, Red Cross Red Crescent Climate Centre and German Red Cross is supporting the learning and exchange on Anticipatory Action.

The objectives of the session are to:

  1. Share the various anticipatory action approaches in the region

  2. Discuss means and ways of collaborating to build equitable early warning systems that enable effective early action
