Cash Assistance for Mitigation of Gender-Based Violence in Somalia
This briefing evaluates the impact of a cash voucher assistance programme implemented as part of a CERF-funded anticipatory action programme aimed at mitigating gender-based violence risk in Somalia. This programme was implemented in five regions in 2021 with 880 women and girls selected, specifically female-headed households and divorced women. The methodology involved a structured questionnaire, with a random sampling frame of 15 percent of 880 divided equally between the five locations (26 individuals per location). Among the sample, 85 percent were women and the remaining 15 percent girls 15-18 years old. Focus group discussions with regular beneficiaries at each location were also undertaken. Findings supported the positive impact of the cash transfers. Most respondents said they were able to access the cash assistance, were able to utilize the funds, that cash reduced tension around resources and control in the home, and improved safety, including reducing negative coping strategies. No increases in intimate partner violence were reported. Cash delivery also created opportunities for gender discussion to improve understanding of women’s rights and participation in the family economy and decision making. This report concludes with stories from women who received cash voucher assistance.
