The Philippines regularly has to contend with many different hazards. Typhoons are a major threat, with the associated flooding, high winds and storm surges often leading to the loss of life, as well as destroying houses, damaging crops and disrupting livelihoods. Other hazards, which affect different regions, include drought, earthquakes, landslides, tsunamis and volcanic eruptions. In the Mindanao region, the sporadic but ongoing conflict between Moro Muslim groups and the government compounds people’s vulnerability by driving displacement and damaging infrastructure.
Given its high hazard exposure, the Philippines has put in place several frameworks to anticipate different hazards. It has also taken policy-level steps to embed with approach within national policies for disaster: in 2024, the government established the ‘State of Imminent Disaster’ law, which was a significant steps towards institutionalizing anticipatory action within the country.
