Anticipatory Action in Asia and the Pacific: Results of the 2025 Regional Mapping

The 2025 regional mapping of anticipatory action in Asia and the Pacific provides an annual snapshot of how anticipatory action is evolving across the region. Led by the Asia-Pacific Technical Working Group on Early Warnings and Anticipatory Action, it tracks the growth and readiness of anticipatory action frameworks, their activation and financing, and the extent to which anticipatory action is becoming embedded within national systems.

The latest results show a continuous growing trend in the region. 169 anticipatory action frameworks were identified across 17 countries in 2025 — up 23 percent from 137 in 2024 and 72 percent from just 98 in 2023. Yet the growth in frameworks is not translating into the same growth in activations. Despite 32 additional frameworks being reported in 2025, the number of frameworks activated remained broadly unchanged from 2024.

This points to an important next challenge for the region, where closing the gap between building anticipatory action frameworks and ensuring they are ready, financed and able to activate when risk rises. Financing for activations also remains concentrated among many of the same countries and actors, highlighting the need to broaden access to reliable pre-arranged financing while strengthening government ownership and operational readiness. The next phase of anticipatory action in Asia and the Pacific is therefore not simply about creating more frameworks, but about making the frameworks already in place work as coherent, sustainable systems that can reliably translate early warning into anticipatory action.
