Madagascar is exposed to a number of hazards. Located in the Indian Ocean, it has the greatest exposure to cyclones in Africa, often experiencing multiple events each year. Flooding, storm surges and strong winds from cyclones can cause loss of life, and cause damage to infrastructure and agricultural activities. Drought, earthquakes, epidemics (including bubonic and pneumonic plagues) and flooding also affect the country, often having negative impacts on food insecurity. 

There are several frameworks in place to anticipate some of these hazards, many of which have been activated in the past. The government plays a leading in role in efforts to institutionalize anticipatory action within Madagascar’s disaster risk management system, for example working closely with partners to coordinate activations.
