Risk layering using Forecast-based Financing in Madagascar
Strengthen national capacities and systems for climate risk management based on the production, use and integration of climate predictions and adaptive triggers into the SOPs for early action against agricultural drought.
Project objective
The Initiative has three objectives:
- The development of a national early action mechanism
- Integration of the FBF into the national early warning system (EWS)
- Integration of the FBF into the national shock-responsive social protection system

Anticipation in practice: Project description
WFP Madagascar is working closely with government actors, primarily the national disaster management agency (BNGRC) and the national meteorological agency (DGM) as well as other national stakeholders involved in disaster risk financing (DRF) initiatives, such as Welthehungerhilfe (WHH) and the German Development Agency (GIZ) on the development of a national drought framework for FbF. This framework will guide the implementation and institutionalisation of the FbF mechanism in existing early warning systems (EWS) and shock-responsive social protection systems, in a consensus-based manner under the coordination of the BNGRC. While the framework will have a national focus, to ensure scalability and sustainability of the system, direct implementation of activities (particularly SOPs) will focus on Androy, Anosy and Atsimo Andrefana regions of southern Madagascar. Indeed, these are the regions with the highest levels of food insecurity and highest recurrence of drought.
