Acting ahead of riverine floods in Kasese District, Uganda
In October 2026, the anticipatory action plan (AAP) for riverine flooding was activated in Uganda's Kasese District after forecasts of heavy rainfall. Implemented under the Welthungerhilfe (WHH) Anticipatory Humanitarian Action Facility (WAHAFA), the actions included:
- dissemination of early warning information through multimedia channels
- evacuation of people, livestock and household property
- cash transfers to enable households to purchase necessary items before the floods peak
- distribution of water and sanitation kits and other non-food items
- establishment of mobile health clinics.
These actions aimed to support at-risk communities in Kyarumba and Kyondo subcounties, in Bukonzo County East, to act before the expected floods. They were implemented by Action Against Hunger and Kiima Foods, in close coordination with Uganda’s Ministry of Water and Environment, Directorate of Water Resources Management, and with district authorities.
Acting on the forecast
The AAP was activated after the forecast issued by Uganda’s Department of Meteorological Services for 14 to 20 October predicted rainfall exceeding the activation threshold: 39mm within 24 hours in more than 20 per cent of the target area in Kasese District, including Kyarumba and Kyondo subcounties. Once triggered, 376,742 euros were released to fund the anticipatory actions.
What is WAHAFA?
WAHAFA, co-funded by the German Federal Foreign Office, works with international non-governmental partners and their local partner organizations. When the predefined triggers in AAPs – developed together with communities and validated under WAHAFA – are reached, local partners implement the corresponding anticipatory actions.
