Timor-Leste is vulnerable to various hazards. It faces a high risk of cyclones and heavy rainfall, while the country is also strongly affected by the El Niño Southern Oscillation, which can influence the extent and timing of the country’s rainfall. Other hazards include drought, earthquakes and epidemics. Although Timor-Leste has seen significant developmental progress, much of its population still lives in poverty, exacerbating their vulnerability to the impacts of hazards.  

Several humanitarian organizations are working to establish anticipatory action in Timor-Leste, with several frameworks already in place for different hazards and many more under development.
