Hazards covered by anticipation

Ukraine faces several natural hazards. Flooding and severe winter conditions are among the country’s most recurrent risks, affecting both rural and urban communities. Droughts and heat waves also affect southern and eastern regions, threatening agriculture, water availability and food security. The ongoing conflict has intensified humanitarian risks, causing damage to critical infrastructure, population displacement, and disruptions to energy, water and health services.

Preparedness and anticipatory measures in Ukraine have expanded in response to the conflict and severe winter conditions. National authorities, humanitarian organizations and international partners have implemented preparedness activities, including pre-positioning relief supplies, providing cash assistance, and supporting evacuations from high-risk areas. Humanitarian actors have also scaled up cash-based and 'winterization' programmes to help vulnerable households prepare for anticipated disruptions to energy, heating and essential services.
