Kyrgyzstan acts to anticipate the impacts of a heat wave
The Red Crescent Society of Kyrgyzstan has activated its Early Action Protocol (EAP) for Heatwave, after extreme temperatures were forecast for three southern regions: Osh, Jalal-Abad and Batken. It is now implementing a series of pre-agreed actions to support those most at risk.
Activating the EAP
Kyrgyzhydromet, the national meteorological authority, issued a forecast for extreme heat – up to 40°C – from 20 to 22 July 2025. Based on this, the Red Crescent Society of Kyrgyzstan activated the EAP and immediately began to implement the pre-agreed actions outlined in the document, including:
- a heat wave awareness campaign targeting 15,000 people
- the distribution of food parcels and hygiene kits
- air conditioning units for elderly care homes and orphanages.
These actions are being supported by 242,649 Swiss francs (302,981 US dollars/ 260,173 euros) from the Anticipatory Pillar of the International Federation of Red Cross and Red Crescent Societies’ Disaster Response Emergency Fund.
Building on past experience
This is the second activation for heat waves in the country; the first was in 2022, based on an earlier version of the EAP. The current EAP was developed by the Red Crescent Society of Kyrgyzstan in 2023, with support from the German Red Cross and funding from the German Federal Foreign Office.

The Red Crescent Society of Kyrgyzstan anticipated the heat wave by taking care of the most vulnerable people. Families with many children were provided with water, essential hygiene items and food, so that they could stay at home and not be exposed to the extreme temperatures. In addition, 63 air conditioners were installed in social and medical facilities.
