In hard-to-reach areas, data scarcity is often a direct consequence of limited access. This is a familiar scenario across much of West and Central Africa, where insecurity, climate-related hazards and logistical constraints restrict the collection of field-based information. Yet these are precisely the contexts in which humanitarian actors must make timely, evidence-informed decisions.

Against this backdrop, the Regional Task Force on Anticipatory Action for West and Central Africa convened a discussion on 30 June 2026 to explore how satellite-based geospatial analysis can strengthen early warning systems and support anticipatory action across the region.

Addressing evidence gaps through geospatial analysis

The discussion highlighted the potential of geospatial analysis to help address evidence gaps in places where traditional monitoring systems face constraints with access. Satellite-derived data can provide valuable insights into hazards, agricultural conditions, population exposure and vulnerability dynamics, particularly in areas where field information is scarce, delayed or difficult to collect.

The discussion included a critical clarification: that geospatial analysis should not be viewed as a substitute for forecast-based triggers. Anticipatory action is built on the principle of acting before the impacts of a shock fully materialize. In most cases, this requires acting on forecasts, thresholds and pre-agreed trigger mechanisms. By contrast, satellite imagery allows us to observe what is already happening – or what has already happened.

This distinction matters. Expecting geospatial analysis to trigger anticipatory action misunderstands its purpose. Instead, it can be used as a complementary layer of evidence, whereby its value becomes much clearer.

Geospatial analysis can strengthen the targeting and prioritization of interventions. In contexts where resources are limited and needs exceed available capacities, this information can help identify areas where risks, vulnerabilities and exposure overlap. This can support more informed decisions on where to focus preparedness efforts and anticipatory interventions.

Geospatial analysis can support monitoring activities after an activation. Depending on the nature of the hazard and the timing of its use, geospatial products can help teams better understand how an event is evolving, detect emerging signs of deterioration, and identify locations that may require additional attention or support.

Geospatial analysis can play an important role in learning and continuous improvement. Following an activation, satellite-derived evidence can be used to compare targeted areas with the hazards or impacts that ultimately materialized. It can help assess whether assistance reached the most exposed locations and generate lessons to strengthen future frameworks. This dimension is particularly valuable for accountability, framework calibration and continuous improvement.

Future uses of geospatial analysis

The discussion went on to consider several important questions. How can geospatial analyses be produced and shared in time to inform operational decisions? How can they be integrated within existing systems and tools? How can they be made useful for country offices and interagency frameworks? And what role could machine learning and artificial intelligence play in combining geospatial information with other sources of data?

These questions are not just technical, but also operational. The value of geospatial analysis will depend less on the sophistication of the product itself than on its ability to support real decision-making moments: preparedness, targeting, prioritization, monitoring and learning. The challenge, therefore, is not simply to produce more maps or more data. Rather, it is to ensure that geospatial evidence reaches the right people at the right time, and in a format that can meaningfully inform decisions.

As anticipatory action continues to expand across West and Central Africa, satellite-based geospatial analysis can play a valuable supporting role: not to inform trigger or as a substitute for forecasts, but as a complementary layer of evidence that can make anticipatory action more targeted, more accountable and more adaptive to evolving risks and contexts.
