Renforcer les capacités et les systèmes nationaux de gestion des risques climatiques basés sur la production, l'utilisation et l'intégration des prévisions climatiques et des déclencheurs adaptatifs dans les POS pour une action précoces contre la sécheresse agricole.
Objectif du projet
L'initiative a trois objectifs :
- Le développement d'un mécanisme national d'actions précoces.
- L'intégration de la FBF dans le système national d'alerte précoce (EWS)
- L'intégration de la FBF dans le système national de protection sociale qui réagit aux chocs.

The training workshop for the implementation of the SLP led by BNGRC in collaboration with CERED (Centre d'Etudes et de Recherches Economiques pour le Développement) and DMGRC (Département Multidisciplinaire en Gestion des Risques et des catastrophes) which took place on 12 and 13 October 2020 in Antananarivo. L'anticipation dans la pratique : Description du projet
Le PAM Madagascar travaille en étroite collaboration avec les acteurs gouvernementaux, principalement l'agence nationale de gestion des catastrophes (BNGRC) et l'agence nationale de météorologie (DGM), ainsi qu'avec d'autres parties prenantes nationalesimpliqués dans les initiatives de financement des risques de catastrophe (DRF), tels que Welthehungerhilfe (WHH) et l'Agence allemande de développement (GIZ), sur le développement d'un cadre national de lutte contre la sécheresse pour le FbF.Ce cadre guidera la mise en œuvre et l'institutionnalisation du mécanisme FbF dans les systèmes d'alerte précoce (EWS) existants et les systèmes de protection sociale réagissant aux chocs, d'une manière consensuelle sous la coordination du BNGRC.Alors que le cadre aura une portée nationale, pour assurer l'extensibilité et la durabilité du système, la mise en œuvre directe des activités (en particulier les POS) se concentrera sur les régions d'Androy, d'Anosy et d'Atsimo Andrefana dans le sud de Madagascar. En effet, ce sont les régions où les niveaux d'insécurité alimentaire sont les plus élevés et où la récurrence de la sécheresse est la plus forte.
