Estratificación de riesgos mediante la financiación basada en previsiones en Madagascar
Reforzar las capacidades y los sistemas nacionales de gestión de riesgos climáticos basados en la producción, el uso y la integración de predicciones climáticas y desencadenantes adaptativos en los POE para la acción temprana contra la sequía agrícola.
Objetivo del proyecto
La Iniciativa tiene tres objetivos
- El desarrollo de un mecanismo nacional de acción temprana
- Integración del FBF en el sistema nacional de alerta temprana (EWS)
- La integración de la FBF en el sistema nacional de protección social sensible a las crisis

La anticipación en la práctica: Descripción del proyecto
El PMA Madagascar está colaborando estrechamente con actores gubernamentales, principalmente la agencia nacional de gestión de catástrofes (BNGRC) y la agencia meteorológica nacional (DGM), así como con otras partes interesadas nacionalesimplicados en iniciativas de financiación del riesgo de catástrofes (DRF), como Welthehungerhilfe (WHH) y la Agencia Alemana de Desarrollo (GIZ) en el desarrollo de un marco nacional de sequía para la FbF.Este marco guiará la implementación e institucionalización del mecanismo FbF en los sistemas de alerta temprana (EWS) existentes y en los sistemas de protección social que responden a los impactos, de forma consensuada bajo la coordinación del BNGRC.Aunque el marco tendrá un enfoque nacional, para garantizar la escalabilidad y la sostenibilidad del sistema, la ejecución directa de las actividades (en particular los POE) se centrará en las regiones de Androy, Anosy y Atsimo Andrefana del sur de Madagascar. De hecho, estas son las regiones con mayores niveles de inseguridad alimentaria y mayor recurrencia de la sequía.
