Working Group on Anticipatory Action for Displacement
In the face of rising displacement - driven by multidimensional and interlinked stressors - anticipatory action offers an opportunity to support people at risk before and while they are forced to move. Forecasting displacement trends and migration peaks opens a critical window to act early, reduce harm, and provide safer, more dignified options for affected populations. Anticipatory action tailored to displacement can help mitigate forced movement, protect those already displaced, and support more effective, integrated responses.
Scaling anticipatory action in displacement settings means strengthening the use of climate and conflict data, improving predictive models, and designing actions that are conflict- and protection-sensitive. It also means working more collaboratively across the humanitarian-development-peace (HDP) nexus to reduce risks and support durable solutions to end forced displacement.
Although anticipatory approaches are gaining traction, they are not yet widely or systematically applied in displacement contexts. Forecast-based displacement triggers, tailored guidance, and collaborative coordination mechanisms are still emerging. To move forward, actors need practical tools, stronger evidence, and joint advocacy to embed anticipatory action into displacement preparedness and response systems.
Working Group
AIMS AND OBJECTIVES
The Working Group on Anticipatory Action for Displacement promotes greater technical collaboration, advocacy, and learning to strengthen anticipatory action in displacement settings. It brings together a diverse set of actors to share resources, develop practical guidance, and align strategies for more effective anticipation of displacement risks.
The group supports integrated approaches that anticipate the multidimensional drivers of displacement, offering tools and insights that drive early and coordinated action across systems.
The working group pursues the following core objectives:
- Foster collaboration and community exchange
- Generate implementation guidance and tools
- Strengthen the evidence base and joint advocacy

MEMBERSHIP
The group welcomes organizations working to those committed to building anticipatory action capacities in displacement settings. This encompasses representatives from displacement-mandated agencies and actors seeking to expand their operational coverage to displacement settings.
Watch the session recording of the inaugural meeting of the Global Working Group on Anticipatory Action (AA) for Displacement which marked a collaborative step toward transforming how the international community prepares for and responds proactively to the growing risk of forced displacement in partnership. Convened by IOM and the Danish Refugee Council (DRC) and hosted by the Anticipation Hub, the gathering brought together more than one hundred representatives from UN agencies, NGOs, governments, academic institutions, and independent technical experts.
