Anticipatory action events at COP26

In November, Glasgow will host COP26, with policymakers, scientists, practitioners and activists from across the planet gathering to debate and decide the next steps for tackling the climate crisis. 

Anticipatory action will be a recurring theme among many of these discussions. On this page you can find a list of relevant events for practitioners, scientists and policymakers in this field.  

This page is is being updated with support from the Risk-informed Early Action Partnership.

Development and Climate Days (D&C Days) 2021 will take place on 9 and 10 November, and will see grassroots representatives, researchers, development practitioners and policymakers from all over the world discuss how to build a climate-resilient future for all. D&C Days will be held during the annual Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC).  

One of the themes of the D&C days is “Early warning, early action to leave no one behind” and is led by the Red Cross Red Crescent Climate Centre. Recognising that too many people are left behind by global, national and subnational efforts to build EWEA systems, this theme explores how we can improve the framing, governance, financing and flexibility of EWEA to build equitable and effective disaster risk reduction locally and at scale.

Resilience Hub

The Resilience Hub programme focuses on increasing ambition and delivery of actions that help people, communities and businesses around the globe to adapt to the impacts of climate and build resilience. 

One of the themes of the Resilience Hub is Early Warning Early Action and Disaster Risk Reduction. This theme is being led by the Global Network of Civil Society Organisations for Disaster Reduction (GNDR), the Risk-informed Early Action Partnership (REAP), United Nations Office for Disaster Risk Reduction (UNDRR) and Willis Towers Watson (WTW).

COP26

The presidency programme for COP26 will showcase momentum from the whole of society, and focus on key issues to drive ambition and action. You can read more about the presidency programme here and view the UK Presidency Pavilion at COP26 event programme here

The COP26 Green Zone will be open to the public at the Glasgow Science Centre. Youth groups, civil society, academia, artists, business from across the UK and all over the world will be hosting events, exhibitions, cultural performances, workshops and talks. With over 100 exhibitors, 200 events and 11 sponsors taking over the space, there will be amazing opportunities to listen, learn and celebrate climate action.

Weather forecasts, seasonal outlooks and long range climate projections are derived from global computer models and provide indications of what the weather and climate will be in upcoming days, months and years. Whilst this is valuable information, it can’t be used for adaptation purposes in its own right as it only describes what the weather will be and not what it will do (it’s impacts). Insight into what impacts of weather and hazards cause can only be gained when providers of weather and climate information partner with organisations who both understand them and can take action to avoid or reduce them. These types of collaborations enable impact-based services to be co-produced which can directly inform policies, decisions and actions. This session will describe how effective collaboration between user and producer organisations can take place and will illustrate how co-produced services can save lives and enhance livelihoods.

Brief description

Effective climate adaptation requires a paradigm shift that harnesses the full potential of science and innovation. Science needs to be more action-oriented and user-centred; action needs to be evidence-driven and fuelled by innovation; investment needs to be scaled up. In short, we need Results-Oriented Adaptation Research (ROAR). In the first major steps to realise this systemic shift, climate adaptation researchers, practitioners, community-based organisations, and action and research funders from across the globe have formulated the Adaptation Research for Impact Principles as guiding tenets for all stakeholders engaged in climate adaptation, and co-developed the Adaptation Research Alliance (ARA), an innovative initiative that co-creates adaptation solutions with those on the frontline of risk and catalyses investment in support of results-oriented adaptation research. Early Warnings for Small Island Developing States – Bridging the Capacity Gap by 2030

The international community is struggling to match up the funding needed to prepare for, respond to, and rebuild from disasters. And where money is available, it is slow to reach affected communities, ultimately increasing the time and cost of recovery, and not always going where it is needed the most. This event, hosted by Devex in partnership with DAI and the Centre for Disaster Protection on the occasion of COP26, will examine how international and local actors can work together to create mechanisms for pre-agreed financing to ensure more timely, efficient, and agile disaster response. Drawing on the work of the Crisis Lookout Coalition, it will also explore how a new global agreement for crisis protection can help identify priority risks, help people adapt, and make sure they have the funds they need when it matters most.

Brief description

Early action offers an opportunity to break down the silos between humanitarian, climate and development sectors. Together, humanitarian actors can work in synergy with climate and development actors to enhance and protect development gains, while providing a faster, more efficient and more dignified humanitarian response ahead of shocks turning into crises. Many global initiatives are playing a crucial role in advocating for scaling up early action. However, more needs to be done to support scaling up at national and regional levels in government systems. Together we need to better disentangle the institutional enablers and barriers for integrating early action into national DRM and CCA laws, policies, programmes and plans, and learn from the experiences of the climate and development community.

This session will showcase locally-led and locally-owned solutions to climate adaptation, resilience building and early action, and it will engage participants in a discussion on how anticipatory action can be scaled up and institutionalised. From experiences of integrating communities’ perspectives into local and national DRR plans, to lessons learned in effective partnerships and communication to understand local priorities, to successes and challenges of implementing early warning early action.

Removing barriers to the use of EO for climate is also crucial for developing countries, whose specific needs and challenges will be discussed throughout the event.

Brief description

This session will prompt cross-sectoral, inter-generational and inclusive discussion on approaches to ensure children and youth can meaningfully participate and act on climate change adaptation. This will include an opportunity to explore and experience resources, and methodologies, as well as engaging in dialogue on how to create formal spaces at local, national, and global level. The conversation will include loss and damage acknowledging Vanessa Nakate’s powerful words at youth COP. Specifically, the ‘Children’s Climate Cards’ -a new resource endorsed by the Children in a Changing Climate Coalition- will be launched; promoting their roll out across the world to inspire a global ‘children’s call for climate action’ ready to present at the UNDRR global platform, May 2022.
