Over the past decade, anticipatory action has gained significant momentum across Asia-Pacific, with governments, humanitarian organizations, technical agencies and scientific institutions increasingly adopting approaches that support action before disaster impacts occur. At the same time, countries are investing in strengthening multi-hazard early warning systems, risk information services and forecasting capacities.

As anticipatory action continues to mature, attention is increasingly turning to how early warning information can be translated into timely decisions and action. Strong forecasting and warning systems alone do not automatically lead to better outcomes. Effective anticipatory action requires warnings that are accessible, understandable, trusted, and connected to agreed decision-making processes, financing mechanisms and preparedness measures. This is a core objective of the global Early Warnings for All (EW4All) initiative.

The 2026 Asia-Pacific Dialogue Platform on Anticipatory Action will bring together practitioners from the anticipatory action and early warning communities to strengthen the continuum from risk information to early action. Through exchanges, joint reflection and collaborative planning, participants will explore how stronger integration between early warning systems and anticipatory action can help reduce disaster impacts and better protect at-risk populations. Looking ahead, the Dialogue Platform will also explore pathways to transition EW4All momentum into long-term commitments and resilient national frameworks across the region.

The Dialogue Platform will focus on the following outputs

  1. Share knowledge and lessons learned from country experiences in strengthening the link between early warning systems and anticipatory action.
  2. Identify country-level priorities, gaps, and support needs related to early warning systems, anticipatory action, and institutionalization efforts.
  3. Strengthen collaboration between government agencies, technical institutions, scientific partners, and humanitarian actors working across the warning-to-action continuum.
  4. Develop shared regional priorities and commitments for advancing anticipatory action and strengthening systems that enable action before impacts occur.
  5. Inform future regional guidance, roadmaps and technical support priorities for countries across Asia-Pacific.
