1st National Dialogue Platform on Anticipatory Action, Madagascar

The Government of Madagascar, through the National Office for Disaster Risk Management (BNGRC), in collaboration with the UN World Food Programme (WFP) and partners of the Anticipatory Action Technical Working Group (GTAA), is pleased to announce its First National Dialogue Platform on Anticipatory Action, to be held from 06 to 08 October 2026 in Antananarivo, Madagascar.

Over the past decade, Madagascar has emerged as a leading country in advancing anticipatory action in response to climate-related hazards. Since the implementation of the first anticipatory action initiatives ten years ago, led by BNGRC and supported by partners including WHH, FAO, WFP, and Red Cross Red Crescent Movement, significant progress has been achieved. Improvements in forecasting tools, early warning systems, trigger mechanisms, institutional coordination and anticipatory financing have strengthened the country's ability to act ahead of disasters and protect vulnerable populations before crises escalate.

At the same time, the increasing impacts of climate change and the growing frequency and intensity of climate-related hazards, such as cyclones, floods and drought, have reinforced the importance of acting earlier, faster and more effectively. To address this context, national and international stakeholders have continuously worked together to improve the operational readiness, coordination mechanisms and implementation capacities required to deliver timely anticipatory interventions when trigger thresholds are reached.

This first National Dialogue Platform will bring together a broad range of actors, including government institutions, technical and financial partners, United Nations agencies, civil society organizations, partners of the Red Cross and Red Crescent Movement, alongside private sector representatives, research institutions and academia.

The forum will provide a unique opportunity to:

• reflect on ten years of anticipatory action implementation in Madagascar
• showcase achievements, lessons learned and good practices
• encourage private sector involvement in anticipatory action
• strengthen national ownership and institutionalization of anticipatory action
• foster greater coordination and harmonization among partners
• promote innovation and knowledge sharing
• shape a shared vision and strategic priorities through the establishment of a Madagascar Anticipatory Action Framework for 2026-2030.

As Madagascar continues to strengthen its resilience to climate and disaster risks, this national dialogue aims to reaffirm collective commitment towards a more proactive, coordinated and impactful approach to risk management and humanitarian action.
