Sector wide review of monitoring, evaluation and learning methodologies for forecast-based action

This document provides a detailed analysis of how the impact of forecast-based action is being measured at the community level. It looks at three key questions: What is being measured? How is it being measured? What has been learned so far? It also collates evaluations of forecast-based interventions to date and the impact indicators which have been used. It also draws attention to key gaps and issues for improvement, for example around community participation. Beatrice Fuchs on behalf of Start Network in partnership with RCRC Climate Centre
