Roadmap for a Forecast-based Early Action System in Zimbabwe and in the Zimbabwe Red Cross Society

This report recommends a roadmap for the Zimbabwe Red Cross Society (ZRCS) and its partners for developing a Forecast-based Early Action (FbEA) system in Zimbabwe. The reports looks at various hazards, availability of forecast and risk information and capacities of ZRCS. The report recommends to focus on El Nino induced drought and food insecurity in the first phase, cholera outbreaks and the FbEA possibility for cyclone induced flooding could be considered more in detail in second phase. The report also calls for exploring various financing options for early actions both as in source of funding and scale of funding.
