Enhancing Early Warning and Anticipatory Action in Yemen: Stakeholder Mapping Summary

Stakeholder mapping is a foundational step to shift the paradigm from reactive emergency response to proactive risk management. By systematically identifying who the key actors are, across national ministries, local authorities, UN agencies, NGOs, civil society and vulnerable communities, this exercise reveals the landscape of capacities, mandates and gaps in Yemen’s disaster risk management and anticipatory action ecosystem.
