Untapped Potential: Anticipatory Action in a system under pressure
This paper argues that investing in anticipatory action could both substantially offset the impact of aid cuts and positively transform humanitarian action. Drawing on Start Network’s experience and a comprehensive review of existing evidence, this paper makes the case that putting anticipatory action at the heart of humanitarian reform efforts, including the Reset, could help create a system that is more efficient, effective, and equitable.
