Future forecast stories: using scenarios of unseen events to improve the robustness of anticipatory action plans
This report describes a new type of scenario exercise run by the Red Cross Red Crescent Climate Centre and the Malagasay Red Cross Society, supported by the German Red Cross, to develop an early action protocol for cyclones.
