COP28: a call for action on the Loss and Damage Fund and funding arrangements
The Loss and Damage Fund and funding arrangements should be determined by, and structured to meet, the actual needs of people on the frontline of the climate crisis. This policy brief consolidates recommendations from the anticipatory action community for negotiators working on the Loss and Damage Fund and funding arrangements.
This policy brief, developed in preparation for COP28, is based on discussions hosted by the Anticipation Hub and the Red Cross Red Crescent Climate Centre in October and November 2023. These were held during two workshops that brought together more than 270 practitioners from the humanitarian and development sectors who work on implementing, financing or providing technical support to anticipatory action.
