Managing multiple hazards: lessons from anticipatory humanitarian action for climate disasters during COVID-19

This study looks at how Forecast-based Financing (FbF) practitioners planned to address immediate, climate-related hazards given the additional risks posed by the pandemic. As a ‘natural experiment’, the pandemic offers a unique case study for comparing approaches to multi-hazard planning and risk management around the world. We examine how 14 RCRC Societies around the world adapted their Early Action Protocols (EAPs) to the realities of COVID-19 between January and September 2020.
