CERF Anticipatory Action Simulation Exercise 2022
This report offers findings from the Joint Simulation Exercise (SIMEX) conducted for two scenarios in the Philippines ahead of typhoon landfall, with scenario 1 reaching 312,000 people and scenario 2 reaching 187,000. This SIMEX tests the Anticipatory Action Framework and assesses operational components’ effectiveness. Objectives included: (1) to apply effective and efficient coordination of anticipatory actions and support decision-making; (2) to jointly explore the interfaces and synergies with national/local governments and humanitarian agencies relative to anticipatory action; (3) to practice relevant coordination methodologies, tools and partnerships; and (4) to promote networking and mutual peer learning exchange among collaborating organizations. The SIMEX included 160 participants and 500 beneficiaries. Each exercise was followed by a debrief to assess areas for improvement. Drawing from these debriefs, recommendations are provided for coordination, communication, cash-based intervention, in-kind intervention, and cross-cutting issues (e.g., accessibility of materials and physical spaces, improving privacy, etc.).
