Impact assessment on a shoestring: measuring the impacts of forecast-based financing in resource limited settings

The evidence base for impact assessments in the still relatively novel field of anticipatory humanitarian action is limited, causing a lack of consensus on what is working well and what needs to be changed. This MSc dissertation aims to determine which methodologies work best for impact assessments of the Red Cross Red Crescent Movement’s forecast-based financing anticipatory action interventions.
