Anticipatory Action Plan for Drought in Somalia

This working version of the framework provides the overview of anticipatory action programming in Somalia, including an overview of the drought situation in Somalia, triggers for activation of anticipatory measures, specific actions to be taken, and financing details. Anticipatory action in Somalia is intended to 1) prevent and reduce human suffering and 2) protect hard-won development gains and enhance resilience. For action to be triggered, the threshold for action must be met. This requires the projected population in phase 3 and above to exceed 20 percent, and either the projected population in phase 3 be projected to increase by a further 5 percent OR the projected population in phase 4 or above to be 2.5 percent. Actions are divided into two categories: activities that prevent or mitigate the potential impact (e.g., sustain clean water for animals and humans by rehabilitating water points and providing livestock supportive treatment) and activities that stabilize and protect vulnerable people and contain worsening conditions (e.g., keeping children in school through feeding programs). Available financing instruments are detailed, including CERF, the World Bank, and UN agency internal reserve funds.
