The Anticipatory Action Financing Landscape: Five Theses to Advance the Agenda
Humanitarian funding fell sharply in 2025, yet recorded pre-arranged financing for anticipatory action continued to grow. At first glance, this looks like a success story. But does it signal a resilient financing structure for anticipatory action, or one still drawing on commitments made before the cuts?
Drawing on three years of data and analysis of the roles of the major actors financing anticipatory action, this think piece puts forward five theses for further debate.
Note that this is a draft version of the think piece; a final version will be published shortly.
