Karamoja Region Seasonal Analysis “One Season, Two Operational Phases”: An Evidence-Based Framing of MAM and JJA for Anticipatory Action in Karamoja’s Unimodal Climate System

Anticipatory action systems rely on coherent interpretations of seasonality to justify early interventions and trigger design. In unimodal climate contexts, however, humanitarian programming has increasingly operationalised successive intra-seasonal periods as if they were independent seasonal windows, creating risks of conceptual inconsistency and operational inefficiency. This paper presents a policy–conceptual analysis of anticipatory action system design in a unimodal climate context, using Karamoja in north-eastern Uganda as a case study.
