Concept note for the 13th Global Dialogue Platform on Anticipatory Humanitarian Action

The 13th Global Dialogue Platform on Anticipatory Humanitarian Action will take place from 2 to 4 December 2025, in Berlin and online. Marking a decade of innovation – it is ten years since the first edition – it takes place amid growing challenges for the humanitarian system. The Global Dialogue Platform offers a pivotal opportunity to reflect not only on progress, but also on hard-earned success, failures and remaining challenges and the need to shift in a rapidly changing humanitarian environment. In light of this, the 13th Global Dialogue Platform will be held under the theme ‘Anticipatory action: a decade of learning, a future in a changing humanitarian landscape’.
