Anticipating floods in Uganda: reflections from the communities
In October 2023, torrential rains battered communities across Uganda. The rains persisted and, on 15 November, the probability of floods was high enough to meet the trigger threshold in the Uganda Red Cross Society’s Early Action Protocol for Floods. This released funds to enable the Uganda Red Cross Society, together with the at-risk communities, to carry out a series of anticipatory actions to reduce the expected impacts of the floods. This case study shares reflections from community members in Butaleja and Mbale, two of the affected districts in eastern Uganda, as well as testimonies from Uganda Red Cross Society staff and volunteers who were involved in this activation.
