Concept note: 2nd Southern Africa Dialogue Platform: El Niño Insights: Southern Africa Anticipation After Action Review

To boost effective learning, RAAWG and the Anticipation Hub are planning to host this year's Southern Africa Dialogue Platform under the title: A Southern Africa El Niño Anticipation After Action Review (ENAAAR). The event will bring together SADC member states, RAAWG members, academic institutions and scientific reference centers and the donor community. Jointly, participants will reflect on the large-scale El Niño drought anticipatory action activations, assessing the performance of forecast-based trigger models, the impact of implemented actions, and display evidence generated on the return-on-investment and cost effectiveness of executed ex-ante operations.

After two days of technical discussions on the performance of anticipatory action system components, RAAWG and the Anticipation Hub will call for a third day with representation from Directors from Disaster Management, Agriculture and Food Security and Meteorology, as well as donors to convey key outcomes of the ENAAAR technical discussions and endorse a high-level recommitment to an effective scale-up of anticipatory action in southern Africa.
