Towards Effective Early Warning Systems: Impact and Lessons from Nepal and Peru

This publication shares the findings from an assessment to better understand the impact of Practical Action's people-centred early warning system programming in Nepal and Peru. The assessment showed multiple areas where such programming has been effective and resulted in early actions that reduce people’s risks from disasters. There are examples where it can also provide an entry point for wider resilience-building by strengthening community networks, creating opportunities for women's leadership, and improving psychosocial welfare. 

The evidence gained is intended to inform and shape future policy and practice in early warning system programming globally. It advocates that to achieve effective, people-centred early warning systems, we must: recognize the multi-hazard risks that are exacerbated by climate change; work with local communities; address social inequalities through an intersectional approach; bridge the gap between local needs and government mandates; and integrate early warning systems within a wider strategy for disaster risk reduction and management.
