CERF AA Pilot Pre-crisis Survey (PCS): Final Report

This report offers findings from a pre-crisis survey conducted between September and December 2021 among at-risk communities in eight provinces of the Philippines, which were targeted for UN CERF anticipatory action programming for tropical cyclones. Most respondents said they preferred to receive cash and relief assistance prior to a typhoon’s landing to support prevention strategies and prioritize these strategies themselves. Most also said that if cash assistance was delivered in advance of a natural disaster, they would buy food as a top priority. The preferred method for receiving cash assistance was transfer control number (48 percent) and mobile wallet (45 precent), noting that some elderly and people with disabilities reported not knowing how to use a mobile wallet and instead prefer to receive relief through a Financial Service Provider. Protection concerns for evacuation and for pregnant and lactating women are further detailed, including that the top priority for pregnant and lactating women is pregnancy and infant medicines and supplements (49 percent), followed by cash (48 percent). Finally, populations prefer being consulted face-to-face (79 percent).
