BACKGROUND

Greece is increasingly exposed to disaster risks driven by its geographic and climatic characteristics, making anticipatory action a growing priority. With a Mediterranean climate, Greece faces recurring wildfires, droughts, heatwaves, and flash floods.

Heatwaves have become increasingly frequent and severe, especially during the summer months (June to September), posing serious health risks—particularly to the elderly, people with pre-existing conditions, and outdoor workers. Urban areas such as Athens are especially vulnerable due to the urban heat island effect.
Flash floods are another major hazard, often triggered by intense rainfall over short periods. These events are exacerbated by mountainous terrain, wildfire-damaged landscapes, and urban infrastructure that cannot absorb or channel water effectively.

Climate change is expected to increase both the frequency and intensity of these hazards. With limited coping capacities in high-risk communities, anticipatory action is essential to reduce impacts and protect lives before extreme weather events occur.
