What is stopping governments from doing anticipatory action? How can we strengthen existing systems to become more anticipatory, rather than build parallel ones? How do we enable national disaster risk management agencies, ministries, met services, etc. to anticipate risks?  Which countries have successfully integrated anticipatory action components into their national systems for disaster risk management and how did they do it?

This interactive session, held just before the Global Dialogue Platform, is designed to foster open debate and exchange around these questions.
