This session will be held as part of the Humanitarian Networks and Partnerships Weeks

By showcasing practical examples of cost-effective anticipatory action delivery and lessons learned from implementation, this session will emphasize why continued engagement is critical and how more signatories can contribute to scaling up anticipatory action in a sustainable way. As donor funding plateaus and pressure on efficiency increases, the humanitarian system must adapt—not only by securing new resources but by making smarter, more strategic use of existing funding.

Anticipatory action offers a proactive, cost-efficient solution to these challenges. By acting before predictable crises escalate, anticipatory approaches help reduce overall humanitarian needs and protect lives and livelihoods. In this session, we will explore how anticipatory action can be positioned as a solution to financial constraints, demonstrating its potential to drive efficiency gains and long-term cost savings within the humanitarian system.

The Grand Bargain Caucus on Scaling Up Anticipatory Action has already marked a pivotal moment, with donors and implementers committing to increase funding, strengthening coordination, increasing transparency, and tracking investments. However, to maintain momentum, more actors must endorse these commitments and contribute to their implementation.

This session will bring together key stakeholders—including donors, UN agencies, NGOs, and technical experts—to examine how the commitments outlined in the Grand Bargain outcome document can be encouraged in a shifting financial landscape. The discussion will focus on leveraging existing resources, strengthening coordination and efficiency, and mobilizing new signatories to reinforce collective progress.

Objectives of the session

• Share and reinforce the commitments made: Highlight key elements of the GB outcome document, reaffirm donor and implementer commitments, and discuss concrete steps for implementation (tracking, donor group, coordination, etc)/
• Secure additional signatories: Engage participants in endorsing the commitments and encourage more organizations to formally sign on.
• Share and exchange on practical approaches to mobilize and diversify funding streams, including pooled fund, climate finance, and private sector engagement, to ensure sustainable financial support for anticipatory action at scale.
• Share examples of existing mechanisms for multi-stakeholder coordination that enhance efficiency, with a focus on harmonized triggers, government leadership, and inclusive partnerships to align anticipatory action efforts across sectors and levels.
